The City of Roseville has developed a civic campus master plan to provide an overall strategy for the city’s civic campus. This allows the City to have an overall vision as it looks to replace existing buildings and build new facilities on the Campus.  The plan has these primary goals:


  • Address space needs with recommendations for facility sizing, renovations, and growth.
  • Support functionality with recommendations for key adjacencies.
  • Provides clear and convenient access for citizens with revised planning of key service areas and parking.
  • Enhance the overall quality of place, indoors and out, with an overall vision for a unified civic campus.  
The draft of the Civic Campus Master Plan was approved by the City Council on Monday, April 12, 2021, during the regular City Council meeting.

Civic Campus Master Plan - Final

The City is working on the next phase of the planning process to implement the vision of the Master Plan.  This Pre-Design Concept Project will further develop the preferred concept from the Master Plan and provide more details of the proposed new facilities.  These enhanced details will provide better cost estimates and help us plan for the phasing of the construction of the facilities. 

The City will work very closely with the stakeholders around the proposed site of the new facilities.  There will be opportunities for in-person and virtual interaction with the proposed concepts and plans. 

The City Council will review the public engagement schedule and consider sustainability options for the new facilities at their January 19, 2022 meeting.  The project consultant will make a short presentation and answer questions from the Council.  More information on this will be posted to this site as it becomes available.  You are encouraged to sign up for project updates.
